- Streets Maintenance Crew Leader
Description
Under the direction of the Streets Manager, the Streets Maintenance Crew Leader is a working crew lead responsible for coordinating daily field operations in the construction, maintenance and repair of town streets, rights-of-way, sidewalks, and storm sewers. The Crew Leader ensures efficient project completion through assignment of daily work, provides technical instruction, evaluates staff, solves issues in the field, and consistently ensures high-quality maintenance standards are met.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Leads and schedules daily activities for the Streets Maintenance crew, assigns personnel, evaluates field problems and develops solutions for efficient completion of assigned tasks.
- Fosters a positive and collaborative work environment that promotes teamwork, accountability, and a strong work ethic among crew members.
- Trains less-experienced Streets Maintenance Technicians.
- Monitors equipment checklists to ensure crew is completing each task appropriately.
- Monitors material usage, personnel, and time required to complete each project.
- Prepares reports concerning job assignments and related activities.
- Evaluates staffing requirements per task, monitors and evaluates employee performance, and communicates professional development needs to Streets Manager.
- Recommends adjustments to working conditions and equipment usage to optimize crew efficiency.
- Provides input on personnel issues, including hiring and discipline.
- Cultivates a proactive safety culture by developing and enforcing compliance with regulations.
- Maintains inventory for department, orders materials and supplies for projects.
- Monitors condition of equipment and performs minor repairs or coordinates with Fleet Manager for necessary repairs.
- Gathers equipment needed for each assigned project; prepares materials, such as dirt, millings, and rip rap.
- Installs barricades, fencing, gates and/or cones in advance of work projects or on work site as needed.
- May direct and control traffic around work sites.
- Performs asphalt crack sealing; waters shoulders and retention basins per PM10 requirements.
- Clears and cleans roadsides, gutters, culverts, ditches, and other drainage structures, as needed.
- Installs, repairs, replaces, and maintains a variety of fixtures, systems, surfaces, and/or small structures which may include lights, street signage, and parking lot markings.
- Performs maintenance activities, which may include cleaning equipment, systems, and/or facilities; loading and unloading trucks; cleaning up debris; removing weeds; cutting brush; setting up and removing traffic cones and barricades; and other related activities.
- Performs a variety of routine concrete, asphalt and/or pavement maintenance and repair activities.
- Maintains, cleans, and grades the Town’s rights-of-way.
- Conducts inspections and maintenance of storm sewer manholes, inlets and pipelines.
- Operates, maintains, and repairs a variety of hand and/or power tools, which include paint guns; rollers; concrete saws; paint stripers; water pumps; blowers; weed eaters; chain saws; jack hammers; and/or a variety of other equipment.
- Performs a variety of duties that require the use and wear of Personal Protective Equipment (PPE).
- Facilitates good communication with other Town staff and the public, which may include sharing information and receiving feedback, listening to and respecting input, participating in workgroup conversations, and directly and respectfully dealing with issues that arise.
- Investigates and resolves public complaints related to signage, road obstructions, and potholes.
- Operates equipment, such as loaders, sweepers, kick brooms, water wagons, traffic control devices, paint striping machines, pavement saws, power hand tools, concrete mixer, air compressors, landscape power tools, augers, roller, forklift, etc.
- Performs snow removal operations, such as shoveling sidewalks, clearing parking lots and roadways using truck mounted plows, and de-ices Town streets, rights-of-way and city-maintained sidewalks and trails as needed.
- Responds to emergency situations during and after regular work hours and when on call involving road closures, flooding, storm damage, blizzards, or other incidents, as needed.
- Assists with execution of Town-sponsored events (road closures, setup, cleanup, etc.) including special collection events of household trash and larger items.
- Assists Streets Manager and Department Head in preparation of annual Public Works budget for Streets Division.
- Documents weekly safety meetings and ensures new employees receive proper safety training and procedures prior to completing assigned tasks.
- Participates in ongoing training for personal and professional development.
KNOWLEDGE, SKILLS AND ABILITIES:
- Proven ability to lead, mentor, motivate, and organize crews to achieve maximum efficiency and project success.
- Ability to effectively instruct and train coworkers.
- Ability to exercise appropriate discretion and independent judgement.
- Advanced knowledge of street and storm systems maintenance and construction related to public works operations.
- Skilled in operating equipment, which may include, but is not limited to the following: asphalt paver, road grader, loader, dump truck, skid steer, backhoe, excavator, compaction equipment, mower, power and static hand tools, and various snowplow equipment.
- Ability to keep the workplace clean and organized, equipment clean and serviced, and take care of town-owned assets appropriately.
- Ability to read and comprehend written materials, such as correspondence, memos, maps, and drawings.
- Ability to read and comprehend safety rules and to ensure daily operations are completed in a safe and competent manner.
- Proficient knowledge of common hazards and ability to follow safety precautions necessary for public works operations.
- Ability to work a required, potentially modified schedule during snow removal operations, and/or in response to disasters or emergencies.
- Excellent communication skills, including the ability to understand, relay, and follow verbal and written directions, and effectively interact with coworkers, supervisors, management, vendors, and the general public.
- Skilled in use of computers, including applications for work tasks.
- Basic skills in mathematics, such as addition, subtraction, multiplication, and division.
- Advanced knowledge of construction tools, methods, and materials used in road maintenance.
- Commitment to punctuality and strong attendance habits with ability to effectively communicate all scheduling matters and leave requests per company policy.
Work Environment AND Physical Demands:
The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.
Work is primarily performed outdoors and occasionally indoors with exposure to adverse weather conditions, such as extreme heat or cold temperatures, and occasional exposure to wet or humid conditions. Work is performed year-round with regular exposure to any of the following: vehicle traffic, automobile fumes, toxic gases, flammable materials, confined spaces, bloodborne pathogens, dust, noise, and the dangers of working around construction sites.
While performing the duties of this job, the employee is frequently required to sit, stand, walk, use hands to finger, handle, or feel, reach with hands and arms, talk, and hear. The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl. The employee must frequently lift/carry up to 60 lbs., and occasionally must lift/carry over 100 lbs.
Employees must be able to consistently see with near and far acuity, depth perception, color vision, and field vision.
Noise level in the work environment is usually moderate but can be very loud at times. Employees must have the ability to hear, understand, and distinguish speech and other sounds (e.g., machinery, telephones, alarms); communicate clearly and effectively; understand and be understood; be able to consistently engage in ordinary conversations.
QUALIFICATION REQUIREMENTS:
- High school diploma or equivalent required.
- Minimum four years of experience in streets maintenance at a municipality or in a related field; experience working as a senior maintenance worker in a Public Works department preferred.
- Must possess and maintain throughout employment a valid Colorado Class B CDL with airbrake and tanker endorsements and a safe driving record; Class A CDL is preferred.
- Must possess ATSSA Traffic Control Technician certification or obtain within six months of hire.
- Must possess ATSSA Traffic Control Supervisor certification or obtain within two years of hire.
- Must possess Flagger Certification or must obtain within six months of hire.
- Must possess LTAP Road Scholar 1 Certification or must obtain within one year of hire.
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be considered.
